1. Job Title: Assistant Events Officer 
Location: 64 - 66 Glenthorne Road London, W6 0LR
Reporting To: Manager, Events
Department: Operations
Division: Events
Hours of work: 40 hours per week including one unpaid hour for lunch each day.
Job Purpose 

  •  To work as part of the Events division to deliver high-quality events.
Division Purpose 
  •  To deliver international, regional and national events aimed at raising awareness and building capacity of stakeholders in the use of information and communication technologies for development

  • This role also requires a close working relationship with the  Marketing and Communications team

Main Responsibilities 

  • Provide administrative and communication support for CTO events
  • Coordinate the production of events by external producers
  • Monitor  the development of the post-event internal report and rapporteur’s report
  • Assist in the organising of events and attend to all matters relating to and/or ancillary to the successful conduct of the event
  • Liaise with CTO sales and marketing officers on event marketing, promotion, publicity, sales and related campaigns
  • Undertake analysis of feedback of participants after each event and within 2 weeks after each event including satisfaction rating, based on feedback from participants.
Other:

  • Undertake any other duties in his/her speciality that may be assigned by the Secretary-General. 
Deliverable: 
  • Undertaking administration work relating to events including mailouts
  • Contributing to event marketing activities including press releases and promotions through social media

Required Qualifications, Skills and Experience 
  •  A Diploma or an equivalent qualification in Events, Marketing, Communications or a related field 
  • One year of experience in events, preferably in an event organising firm

2. Job Title: Executive Assistant to the Secretary-General

  • Executive Assistant to the Secretary-General is a key position within the organisation that provides support to the Secretary-General.

Job Purpose

Main Responsibilities (by function)
Administrative Responsibilities: 
  • Manage the Secretary-General’s official and social diary and appointments;
  • Manage the Secretary General’s incoming correspondence;
  • Assist the Secretary-General in managing output, workflow and office deadlines;
  • Take and relay accurate and timely messages from telephone callers, as well as correspondence via social media and answer queries where possible;
  • Collect and open all hard copy mail addressed to the Secretary-General;
  • Organise and take minutes at meetings in which Secretary-General is involved, as well as at other meetings as may be decided by the Secretary-General;
  • Follow up the implementation of directives given to staff by the Secretary-General as well as monitor action points and decisions of management meetings;
  • Draft and dispatch correspondence as may be directed by the Secretary-General;
  • Coordinate the drafting of speeches and power point presentations for the Secretary-General;
  • Draft and distribute reports for the Secretary-General as directed;
  • Liaise with relevant individuals and representatives of external organisations to arrange meetings or facilitate other activities;
  • Maintain a comprehensive hard copy and digital filing system;
  • Coordinate the Secretary-General’s travel arrangements in conjunction with in-house logistics and travel staff and representatives of country or organisation to be visited, including airport reception and producing briefing notes for each mission for the Secretary-General;
  • Prepare and dispatch Notes Verbales and Diplomatic Notes;
  • Arrange local transportation for the Secretary-General when necessary;
  • Provide administrative support during missions when accompanying the Secretary-General;
  • Maintain an up-to-date database of high level contacts - High Commissioners and other Ambassadors, ICT Ministers and Regulators, Council and Executive Committee members, other members of the CTO as well as Chief Executives of operators and other government agencies;
  • Coordinate the organisation of the CTO Lecture series in collaboration with the Capacity Development division;

Financial Management:

Key Deliverables 
  • Efficient administrative and secretarial support to the Secretary-General;

3. Job Title: Senior Web Development & IT Officer
Location:  64-66 Glenthorne Road London, W6 0LR 
Department: Human Resources & Administration
Hours of work: 40 hours per week including one unpaid hour for lunch each day.
Job Summary 
  • As Senior Web Development & IT Officer, 80% of your role will be focused on implementing all web development requirements and support all other online presence efforts, in liaison with the communications team.
  • The remainder of your time will be focused on providing internal IT support.
Department and Job Puspose 
  • The Human Resource and Administration Department of the CTO plays a central role in the organisation.
  • Among others, the department ensures that the CTO’s web presence is appealing, informative and dynamic.
  • In addition the department ensures that the necessary IT equipment and services are available to the CTO. It is the responsibility of the post holder to find creative and optimum ways of undertaking these tasks.
  • Being an international organisation, with an extensive membership base, the web-presence plays a key role in staff and stakeholder engagement.
Main Responsibilities 
Responsible and accountable for all aspects of the CTO website and other web-related services and limited IT. Specific duties include:
  • Develop and manage the CTO website and undertaking all aspects of the site
  • management including content uploading/editing, day-to-day site maintenance and managing 3rd party content;
  • Design web content including banners, buttons, pages and mini-sites within the site;
  • Liaise with the hosting agent and ensuring minimum down time and access from anywhere in the world;
  • Improve the site using feedback from staff, users and associates;
  • Act as the first line of contact between 3rd party vendors including web developers to
  • maintain the website, databases and IT systems;
  • Provide general IT support to the organization.

  • The Human Resource and Administration Department, headed by the Manager - Human Resources and Administration, plays a central role in the organisation by ensuring that the organisation is adequately resourced with skills and the support services are provided timely.

Department/Job Purpose 
  • The Human Resource and Administration Department of the CTO plays a central role in the organisation.
  • The department ensures the organisation is adequately resourced to deliver on its strategic plan through planning, recruiting and continuous development of the staff. Services provided by the CTO call for a range of specific skills.
  • It is the responsibility of the post holder to make available this skill pool, by a combination of internal and external resources. In addition, the department provides logistical, IT and facilities management services. Being an international organisation, with an extensive membership base, IT plays a key role in staff and stakeholder engagement.
  • The widespread stakeholder network requires constant travel by staff for various activities. The post holder will deliver these services efficiently and cost effectively.
Key Performance Areas 
  • Perform HR Administrative functions in respect of vacancies, new appointments, exits, leave, medical insurance, disability claims, death claims, and general administration.

Job Purpose 
  • As part of the senior management team, the Manager - Finance and Pensions will be responsible for the management of overall finance systems and the administration of Pensions
  • Manager – Finance and Pensions, heads the Finance and Pensions department which is a key position within the organisation. In addition to managing all finance related activities, the post holder will also be required to manage the pension schemes of the CTO

Department Purpose 
  • The Manager - Finance and Pensions has specific responsibilities to ensure that the organisation’s financial resources are managed to a high level and with the utmost propriety.

  • The Department’s main objectives are managing and coordinating the CTO’s financial activities including budgets and financial analysis, cash flow management, application of financial regulations, revenue generation, accounting records, salary payments, assets management, relations with external auditors, manage the CTO’s pension schemes, liaise with the fund managers and the Pension Administrators and attend to the compliances with the Pension Regulator

Main Responsibilities (by Function)

Finance:
  • Coordinate the strategic financial direction of the organisation in order to deliver the organisation’s strategic plan;
  • Ensure that the CTO budget supports the Strategic Plan;
  • Develop and maintain effective systems of budgeting and financial management for CTO’s activities;
  • Develop and maintain effective systems and procedures to manage financial and business risks and safeguard CTO’s assets;
  • Ensure full compliance with the CTO’s Financial Regulations;
  • Drive organisational performance against budgets, KPIs and strategic aims;
  • Oversee management reporting to budget-holders & financial returns;
  • Prepare monthly and quarterly assessment of budget performance – actual versus budget;

  • Take overall responsibility for the preparation of draft and final annual accounts and of the audit process for the CTO accounts;

  • Oversee the organisation’s pension responsibilities and ensure that all statutory requirements are fulfilled;

  • Liaise with the Manager Human Resource & Admin in respect of Pension entitlements;
  • Supervise the overall administration of the CTO’s pension schemes;
  • Develop pension policies as well as pension and benefit packages;
  • Ensure that the Pension schemes operate effectively and meet performance, quality and customer care targets as well as complying with industry standards;
  • Monitor pension scheme deficits and prepare relevant reports;
  • Liaise with pension administrators, fund managers and other external parties;
  • Inform the Pension scheme trustees of the latest developments in pension regulation;
  • Raise organisation-wide awareness of pension-related matters.
Staff Management: 
  • Manage the Finance & Pensions Department, consisting of day to day staff management;
  • Leading and motivating the Finance & Pensions Department team through a culture that inspires achievement, excellence, high ethical values, diversity, transparency and competence;
  • Ensuring that staff within the Department respond effectively to the service level agreements with other Departments that are necessary for the delivery of the organization’s activities.

Risk Management: 
  • Serve as primary contact in addressing financial issues, pensions and relations with external auditors.

Key Deliverables 
  • Provision of a clear strategic direction for the CTO’s Financial and Pension schemes and effective delivery of departmental outputs in the context of the Strategic Plan for 2016-20;
  • Timely Preparation of Profit and Loss (P&L) and Assets and Liability (A&L) statements, monthly reconciliation reports, including debtors accounts;
  • Proper maintenance of financial records and timely preparation of accurate accounts for internal and external purposes;
  • Effective budget management including timely preparation of 4-year operational budget and regular assessments of budget performances;
  • Prudent management of CTO finances and operating with a positive cashflow;
  • Prudent management of CTO finances and continuous introduction of cost saving measures;
  • Full compliance with CTO Financial Regulations and budget approval process;
  • Effective management of CTO assets including building insurance;
  • Prompt payment of salaries, pensions, National Insurance contributions and other liabilities owed by the CTO;
  • Prompt submission of invoices due to the CTO including VAT returns;
  • Recovery of debts including timely resolution of disputes;
  • Effective management of the Pension Funds and resolution of pension liabilities;
  • Timely preparation of audited accounts including final accounts for the Executive Committee and the Council;
  • Leading and motivating the Finance and Pensions Department team through a culture that inspires professionalism, achievement, excellence, high ethical vales, diversity, transparency, competence and staff appreciation;

Essential  Requirements 
  • ACA or ACCA Qualified or equivalent
  • Minimum 3 years post qualification experience
  • Experience in Sage 100 or 200
  • Broad knowledge of finance and accounting and, in particular, IFRS standards
  • Good IT skills, particularly Excel
  • The ability to manage staff and contracted parties and suppliers
  • High degree of commercial awareness and business acumen
  • Experience of preparing financial reports and presentations
